Thủ tục tham gia bảo hiểm xã hội

Hiện nay cơ quan tôi muốn đóng BHXH cho 1 số CBCNV đang hợp đồng chưa được biên chế ( vì CQ tôi là 1 trung tâm nhưng hạch toán độc lập đơn vị HCSN trực thuộc sở KH và CN ) nhưng khi ra BHXH làm thủ tục thi BHXH không cho nộp. Vì lý do phải là giám đốc sở ký hợp đồng lao động thì những người LĐ
mới được tham gia đóng BH còn GĐ trung tâm ký không được nộp. Vì thế tôi muốn biết BHXH trả lời như thế có đúng không? và CQ tôi phải có
những thủ tục gì thì mới được đóng BHXH cho những nhân viên. xin cho biết rõ, cảm ơn!
