Công ty không đóng đủ BHXH cho nhân viên

Tôi đang làm việc tại một công ty có vốn đầu tư nước ngoài. hiện nay tôi làm đơn xin thôi việc, để chuyển sang cơ quan khác, nhưng khi đến phòng chức năng của công ty cũ để làm thủ tục lấy sổ bảo hiểm, thì được trả lời là số tiền đóng BHXH của tôi chỉ được đóng đến tháng 10/2007 ( do t ình hình công ty khó khăn ) nhưng tiền lương của tôi vẫn được công ty chi trả đến tháng 3/2008 và vẫn bị khấu trừ 5% để đóng BHXH. vậy công ty đúng hay sai v à tôi phải kiến nghị lên cấp nào để được giải thích.
